added /etc/ppp/ip-down script that calls /etc/ppp/ip-down.local
if it exists, then calls ifdown-post.

provided by doexec goes away when pppd gets swapped out.

but we needed to do this to add a reasonable interface-specific
PAP editor to netcfg.
