[ol8_codeready_builder] bind9.16-devel-32:9.16.23-0.9.el8.1.i686

The bind9.16-devel package contains full version of the header files and libraries
required for building bind-dyndb-ldap. Upstream no longer supports nor recommends
bind libraries for third party applications.
